The ombudsman was satisfied that had clear information been given in 2022, the necessary paperwork likely would have been completed before Mr T's death in March 2023, allowing the bond claims to be paid without delay. The totality of Zurich's failures, rather than any single event, justified awarding the legal costs incurred.
